VB3: Type...End Type in (declarations) procedure of (general)

I am using Visual Basic 3. It won't let me use a Type...End Type block, even in the (declarations) procedure of (general). Why not? Where can I use a Type...End Type block?
 
It sounds like you are trying to put the type declaration in a form.
