When I create a new vb app, I always go in project references and add the same references, is there a way to set these additional references, so that they are always included in new apps???????

Yes,

Create a new project and add your references. Now browse to this directory C:\Program Files\Microsoft Visual Studio\VB98\Template\Projects\ and save your project there. Make sure that you do not overwrite any of the files contained within (path may be different on your computer depending where you installed). I would also suggest that you give the project an easily recognizable name. Close VB and reopen and you should see your project name in the selection window (Standard.exe, professional.exe...).

Good Luck
