VB.net 2003; SourceSafe - err creating working directories

I repeatedly have problems trying to create working directories on my laptop. I have set up internetpub\ I go to Source Safe and create a working directory accepting the defaults ("create folder"). However, when I try to open the solution in VB I get errors indicating JIT Debug: Unhandled Web32 Exception. I also get messages saying devenv.exe needs debugging.
I have deleted the and subfolders then started over again and the symptoms do not change.
Ideas? One thing - when the folders are created there is no bin folder created. I tried copying a backup copy to the correct spot and still nothing works.

I have unloaded, and reloaded all software and now am getting a new error: access denied for the working folders it needs access to under WINNT... \ hash.web.
I've turned off indexing.
I've reset ownership of the directories and made sure the security properties were correct.
I've changed the virus protection to exclude the subfolders.
There are no locked up files (no problem with CPU availability).

Ideas?
