Variable playback speed clip?

Does anyone know how to make clips play back at a variable speed? I'd like to have the clip start off still for 1 - 2 seconds, and then slowly speed it up until it's playing at regular speed. I know how to make an entire clip play back at a slower rate, but how do I apply a variable rate?
