/var/log file permissions changing on reboot

I have changed the permissions on a file in /var/log from 600 to 644. When I reboot it gets changed back to 600.

I have looked in /etc/rc.local, rc.sysinit /etc/init.d/* and I can't find anything that would be doing this.

Any ideas?
