are fortran values passed from program scope to CALL ...Subroutine by value or by reference?

Fortran IV (and F77) rule was by deferred (?) reference. All parameters changes may come into force after return from subroutine. It was unsafe manner to bind in/out parameters to common block members. For example, IBM Fortrans conformed to the rule.
Alas, I don't know if this rule remains intact in modern Fortrans (90+)...
