Valcom Paging system

I have a valcom 2006a that needs to be hooked up and I'm having a hard time getting the port to transmit any audible sound. The access code gives you side tone from the set you dial it from but when you put a butt set on the port you get nothing. I'm punched on white blue pair of the TN 4 1 2 Here is how it's built:

these are the dip switch options for the 2006A. I'm a little confused about you cannot hear side tone (do you mean dial tone or blow back battery?) from a butt set, but you can hear it from a pbx set. any rate this is the dip switch option for dial tone on a valcom 2006A.

Switch 3 pos 1 off=dial tone on=no dialtone.

It can also be set to use grd start or loop start. the following is from the manual. You can get the manual on the internet.

Loop/Ground Start Access
If the V-2006A/V-2006AHF is being used with
Loop/Ground Start Access, set SW6 to Up (ON). SW2
selects loop or ground start access from the telephone
system. SW1 selects loop or ground start access for
the override feature.
NOTE: When using a ground start trunk port, a
ground strap must be used to connect GND of the
V-2006A or V-2006AHF to an appropriate telephone
system ground (see Figure 1).
