Valcom 2954, with V9927

Working on a Valcom 2954 system helping out the school board, the bells stopped ringing, they changed out the 9927 Tone Generator, and the bell schedule is correct, and I can here the relay click when the bell is supposed to ring. I placed my toner wand up to the signal output and I hear nothing, if I short out the common to the tone and the bell rings. any thoughts or ideas?
 
Sounds like everything on the 9927 side of the equation is working okay since the bell rings when you short the common and tone terminals manually. Test the relay that triggers the 9927. Connect your meter or continuity tester to the relay. You should see a dead short when the scheduled time hits and the relay closes. Hearing the relay click is pretty good evidence but not 100%. May be open wiring between the relay and the 9927.

* Listen for tones with a buttset. I doubt you'll hear anything with your toner wand.
 
Sounds like the relay is working but solder/wiring from the relay to the connection input on the outside is faulty.
