When you connect to a PBX as a dialup, there are basically two methods that will work for you.
1. You'd have a modem that can connect only to the PBX, and only provide a terminal emulation. This is the oldest method, and would not allow you to copy VAL announcements. It mostly applies to older versions of the PBX. The architecture isn't the problem, it's really the version.
2. You connect to the device using windows remote dialup networking. This method MAY work, but it assumes that the VAL board is connected to the PBX private network.
As you can see, for the most part, the answer is no. If you need to be able to upload VAL board announcements, there are very good network solutions that are a whole lot easier (and probably cheaper) to setup that would allow you to connect to a VAL board on the local network.
