I just ran into an issue this week and found a workaround through the good graces of Google.
I needed to add a new site to my SPS 2003 portal, but found that the addition workflow was broken. Microsoft KB article 934229 explains that Windows 2003 SP2, or SP1 and security update 933854 breaks the site addition function.
An enterprising individual has come up with a workaround that involves editing the site addition page newform.aspx. You can read about the workaround at this post. The hack that works is in the last post, by Vakman.
Given MS's focus on MOSS and beyond, it's not likely we'll see a fix anytime soon, although one MVP has said that it may appear in SP3. Then again, who knows what else that'll break ;-)
