UX:ping: ERROR: socket: Not privileged

Does anyone have any clues on this error. I am using SCO Unixware 7.1.1. This only happens when a non-root user attempts to ping something, root on the other hand can ping whenever. I have ping in /usr/sbin owned by bin:bin with permissions of -r-xr-xr-x. Our other box is not having this problem. This started yesterday and I figured the overnight reboot would correct this, but it did not. Thanks in advance.
 
Found the solution to this issue.

After checking /etc/security/tcb, I was missing privs and .prv.lock, oprivs was a 0 file size as well.

So I just copied over another privs file from our other server, corrected permissions/ownership, and setup the .prv.lock file. Then ran /etc/security/tools/setpriv -x. Logged in as a normal user and was able to successfully ping.
