Does anyone know of a utility other than tcopy to move a volume from a netware 4 server to a 5 server in the same tree?

Does your backup software have a facility to copy? I know Arcserve has as I have used it myself. If you do use this way, ensure that the option to copy the trustee assignments is selected also.
I found this TID on the Novell website also. According to this TID, you have to NCOPY the files across, then use TCOPY to get the trustees across. TCOPY is not supported by Novell (where's the surprise in that?).
