Utility manager in Win 2000 takes over 1

I have encountered a problem on a 2000 machine. The moment when you type u the utility manager starts and you cannot type a u normally, but you can by using the onscreen keyboard. I have tried to delete the .exe from the computer but not even that fixed the problem. Where do I switch off this utility. It is situated under the accesibality option and is intended to help people with disabilities. I need to switch it off please advise.
 
You can disable the utility manager in services (run services.msc) which will prevent it starting - but it sounds like your Windows key is stuck (as Windows+u starts the utility manager)
