USR OEM Internal modem (2973)

We purchased a USR OEM modem, internal 56 K, model 2973. Whenever we try to dial up, it gives us a hardware error. However, once we go into the modem properties and query it, it will dial up after that. We have to do this every time we want to use it. Any ideas on what might be causing this?

Did it ever work okay, or is this a new device?

Please always take the time to backup any and all data before performing any actions suggested for ANY problem, regardless of how minor a change it might seem. Also test the backup to make sure it is intact.
 
This is a brand new device that we put in. It never worked okay. We get the error message "Error 692: There was a hardware failure in the modem (or other connecting device)"

But once we go into it's properties and query it, it will work. Doesn't make sense. It is listed as functioning properly in the device manager.
 
In control panel, modems, make sure only one is listed. If there is more than one, remove them all and reinstall. If you have an older modem listed, remove that one to. In fact, if you had an older modem at one point, boot to safe mode, go to device manager, and if its still listed there under modems, remove it. What os? What if you startup the computer and hyperterminal to a number, 1-800-543-3279? Does it dial out okay, or similar problems?
