usr ext modem won't answer using PC Anywhere

I have a Windows NT Server and just replaced my old usr 56K v90 external modem with a usr 56k v92 modem. I deleted the old modem and installed the new modem. I set PC Anywhere to use my modem as the port. When I set the server as a host and dial up from another computer to this server, PC anywhere shows incoming call message on the screen but the modem will not answer. What could be causing this. I have jumpers 3 and 8 ON only. I talked to USR support and they had me go into hyperterminal and they set the S00=1 which is supposed to be auto answer but when I go to PC Anywhere it still doesn't answer.

I can dial out fine.

Thank you for any help or thoughts on this matter.
