USR 56k modem connects at 9600

Have connected a USR 56k modem for remote dial up access into our RS6000 using AIZ 4.3. Am told that I can only set tty port speed to 9600 and the modem is set at 9600. Does AIX not support a higher baud rate? If this is true I might as well keep using our Practical Periphals 14.4 modems. Was trying to upgrade to give our remote users a higher connect speed.
 
AIX can use up to 38400 baud, BUT its not too stable. You can get away with 19200 on the modem as long as you set it in /etc/inittab correctly. (I think that is universal to AIX, thats where we store the modem settings) Also your terminal emulation program has to suport the higher baud rates. So upgrading to 56K is not a good Idea at this point. I hear AIX5 will support baud rates up to 56K stabily, I dont have a copy to test. :-(
