USPS Bulk Mailing ZIP Code Sort

I'm printing labels for a USPS bulk mailing. Postal regs require certain sorts with the ubiquitous little color-coded stickers "S" "MS" "3" etc. Where ZIP codes are sorted by at least 10 pieces of mail going to the same ZIP code, ZIP codes beginning with the same 3 numbers, ZIP codes in the same, or mixed states.

Seems daunting. Has anyone done this already and would be willing to share the code? thanks, Dan
