USMT firewall settings

I am migrating from one XP setup to another using USMT. I want to force the firewall on, which I can do with netfw.inf, However, when the USMT restore completes the settings from netfw.inf are overwritten, turning off the firewall. The USMT documentation says that only the "Internet Connection Firewall check box setting is migrated". Does anyone know which setting this is and if it can be turned off?
 
And setting this using Group Policy is not done for some reason?
 
I Have a client server application that exist on a customers site. I do not have control over group policies as customer IT departments are very territorial (Rightfully so, since they are responsible to their companies). I only really have control over the workstations during installs and upgrades.

I was able to find (And comment out) the setting in the MIGSYS.inf file. It is in the RAS.add section. Now Firewall setting are set by netfw.inf.
