Using workstation policy for an automatic shutdown

I am trying to use Zen workstation policies to implement an automatic shutdown. I have created an action inside the workstation policy package which is associated to the Workstations container. This allows shutdown of all workstations inside of that container at scheduled time. I also created workstation policy to shutdown workstation at the later time, and associated this policy to a workstation group that contains workstations to be affected by th later shutdown time. Upon login on the workstation that is part of manually created workstation group policy (for later shutdown time), the policy action that appears in Novell Scheduler is the one that is associated with the Workstations container and not with the group policy to which this workstation is belong.
I am using a PSSHUTDOWN utility as the base for shutdown action.
What would be the cause for this?
I would appreciate any help.
 
let me see if I understand this right.

You created workstation policy package A and configured group policy with in that policy package to shut down computers at time A. You associated that policy package with the container your workstations are imported to.

You then created workstation policy package B and configured a group policy with in that policy package to shut down computers at time B. You associated this package to workstations that belong to a workstation group (but the workstation objects them selves are in the same container as all the other objects).

Is this correct?

What version of Zenworks are you using?
What version of windows are you using?
What is the path you use for the group policy files in workstation package A?
What is the path you use for the group policy files in workstation package B?
In what container does you workstation group object live?
In what container does your search policy live?
Where does your search policy point to?
In what container do your policy packages live?
