Using visitors IP addresses for marketing 1

I am a new and somewhat reluctant dinosaur of a webmaster. I have a site that allows me to see the IP addresses of visitors. How can I use this information effectivly. I have purchased a program call Neo-Trace but all that seems to do is provide demographic information whereas what I would like to have the option of is email. Is this possible?

It's not possible to email somebody to an IP address, because their IP address will not be their email server.

Possibly the best option is to have it detect the country the visitor comes from and bring up location specific pages (by language or support pages relevant to products / services in the country).
