I work for a SMALL utility company that can not afford to purchase an expensive GIS. I am trying to figure out if I can get Visio to be a stop gap. The thing that I would need for it to do is use latitude and longitude as its scale. Does anyone know if it is possible? Any suggestions are welcome.
