Using trunk verify button 1

I have a customer with an S8700 who uses a Verify button to test trunks. It will give dial tone if the trunk is idle and if the trunk is active it gives a warning tone and barges in on the call. Works great on CO trunks but waves him off on ISDN-PRI trunks. Facility Access Code doesn't work on PRI trunks (unless they're set for Tie service) in my experience and I'm thinking the Verify button has the same limitation. Anyone familiar with this issue? Thanks.
 
use isdn-testcall feature for testing isdn, TAC and FTC do not work unless the
facilities have Avaya at both ends of the isdn span.
