using * to bypass NCOS restriction on Rls 24.25

A set in option 11C Relesae 24.25 is denied (using NCOS) to dial a number starting with 03(for exemple 9003xxxxxxx),where 90 is the access code. However if i put * after the access code 90 (for exemple: 90*03xxxxxxx) the number can be dialed. Please does anyone have the same issue and if yes how can it be fixed? Thanks.
REMARK: It seems this problem is only present on release 24.25

Deny ACOD dialing.
Use CDP DSC with right FLEN instead.
