Using the "*xx" number features through a MICS - Not working

I have a client that has a MICS in place, not sure of the software release but he cant use the "*xx" features. Is that a function of the software or could there be a problem with the CO or is the KSU not generating the proper tone to trigger the CO to do what it is suppose to do?
Just pulling at straws right now trying to figure it out.

Use your test set on the lines and see if they work.

Make sure the lines are not Pulse in Line programming.

Check Restrictions under Sets and Lines.
Maybe a tech add * because of Toll Fraud.
