I am having a problem using telnet. I can connect using the telnet command along with the ip address, but when I enter a login name and a password I get the message " Connection closed by forein host". Please give suggestions or comments on my problem thanks!!

Is the connection to the host ok? What does "ping" report?
how many times do u put in the userid and password before it bounces you

does this occur with all users or only specific ones.
it could be that inspecting the inetd.sec file will give you the answer
The most obvious answer is that you have a wrong username/password combination. You would typically get another chance, which you have not indicated.
TCP wrappers or inetd.sec would prevent you from ever seeing a login prompt in the first place.
Another possibility is that you successfully authenticate yourself, but due to a profile problem the system is unable to spawn your shell. This might be indicated by seeing additional messages from the system following the password entry, indicating an attempt (albeit unsuccessful) to initialize your environment.

ok - what's inetd.sec then?
Is your console setup to export to a telnet session? If not, not even root will be able to open a session through the console.
