using SMS to change workstation Local admin password

This requires that you create a custom package. You can use the SMS installer or the WISE installation system...or a vbscript to do this.
I am familiar with using WISE (a third party program). You will have to develop the package to simply change the local admin password. (I would also change the username while you are at it).
Then you can create an SMS package using the WISE exe to use to deploy to your clients. The hardest part is developing the WISE package...
