We would like to use a SIP TIE trunk as a backup to our dual-PRI's, in case the PRI's go down.

In our AC1 NPA/NXX setup, we tested setting the RLI for the SIP trunk as primary for one NPA and one NXX, but calls will not go through. We do have a DSC setup for the SIP trunk but do not know where to apply it to, or if it's needed.

Can anyone point me in the right direction or to specific Nortel docs?

Look to IP Peer Networking book

I'm assuming SIP trunks go to another PBX that you intend to tandem out of.

Besides the RLI pounting to SIP route, the NRS needs to know what to do with those numbers once they arrive. You will need to define in the NRS 1+ dialing as An NPA. The routes would also need INAC set to yes, and SIP URL MAP defined correctly for NPA +1 and area code.
