Using SIP REFER for Call Forwarding

What settings need to be enabled or set so when a desktop user calls forwards their phone to an external number, it uses our carrier’ SIP REFER capabilities instead of creating a second leg for the call?

On R11.1 Have a look under the SIP line "Redirect and Transfer"
