You will find that "any" log analyzer will do this for you because the "cookie" values are stored right in the IIS web logs (open one up and see).
Web analyzers are almost always a better solution than a CFML one as the web logs are created anyway (so why duplicate the effort) My "new" favourite is Sawmill, available at

OK, you want to do it whith CF? There is a little app here called "AutoDetector" that uses an Access Database to store/track visitors. It has the advantage over the "IIS logs" in that it will also "track" visitors who don't use cookies but return whith the URL tokens (CFID/CFTOKEN)...
