using SCL for 911 call on CCS guest room phone

Hotel guestroom phone using CCS, room is checked out, CCSA-CSA.
911/9911 calls go out fine when dialed directly.
When we use SCL 0 programmed as 911, the call fails. The system registers the call, sends an alert to the 911 Sentry Beacon server and pops the alert to security, but displays the guestroom number as the ERL, caller hears busy tone.

I thought it might be the NCOS on the SCL (was 5). CNCS=1 in CCS_Data. I changed SCL NCOS to 1 and it still failed.

What am I missing?
