In quark if you have a rule applied to a paragraph style, it applies the rule to the paragraph when you type an enter. This way you can have a series of paragraphs with the same paragraph style and the last paragraph not underlined.

Unfortunately in InDesign this doesn't work that way. The moment you start typing a new paragraph it applies the rule. I need to have a series of paragraphs in the same paragraph style (with rule under) where the last paragraph doesn't have a rule under. How can I fix this without having to do it manually?

What you need to setup is the Paragraph Style.

Double Click the Paragraph Style and you will see two options.

Style Based ON

and

Next Style

You need to select your Next Style as the Same Style.
