Using Rules with Outlook forms.

Scenario: I have a user who is using Outlook 2000. She has created a couple of very simple forms in her Personal Forms Library. She wants to create a rule, when she sends the form to a recepient, it moves a copy of the form to a specified folder on her pst file, using the form name as the keyword. The only way I have gotten this to work is by editing the rule to use text in the subject/body field. For some reason, the rule doesn't seem to acknowledge the form name. Both the personal forms library and the pst file are stored locally and she has full permissions to both. I've also tried this situation on Outlook 98 and it fails also. Any suggestions would be greatly appreciated.
