using php & mysql - legal ramifications

If I develop something for a client using PHP and MySQL, do I need to buy any licences?

No, you do not.

In fact, there is no way to buy a license for PHP, as it is distributed only under its own open-source license. See for the a link to the text of the PHP license and a discussion of what the license means.

MySQL is distributed both under free and for-pay licenses and you only need to purchase a license if you intent to commercially redistribute their software. MySQL, AB, uses the GPL as its free license. They are such strong supporters of PHP that they have actually granted a licensing exception to PHP, since the PHP license and the GPL are incompatible.
