Using Outlook Cached Mode without syncing emails?

Is there a way to prevent emails from pop3 that are sent to the exchange account in outlook via an outlook rule from being sent to the server? Regardless of send/receive settings, all emails coming in are uploaded.

This is outlook 2007, with exchange 2007, on XP, using cached mode.
 
Outlook Rule isn't quite the right word. It's the default account for all mail to be delivered to. I could keep the mail in one account and maintain exchange items in the other, but the last time I used this setup, a couple of appointments and tasks ended up in the personal folder, even though I took steps to prevent them from being seen or accessed.
