Using Outlook across Domains

I have users in my first forest which I manage as well that need to access mail accounts in my second forest. When a profile is created and the FQDN of the exchange server is given. This is the error message that I receive.

Outlook could not log on. Check to make sure you are connected to the network and are using the proper server and mailbox name. The connection to the Microsoft Exchange server is unavailable. Outlook must be online or connected to complete this action.

This is the same for Outlook 2003 and 2002. If the user is logged into the same domain as the exchange server there is no problem. OWA, POP, and IMAP have never had any issues whatsoever.

I have also tried to select the always ask for a username/password in the more settings part of the profile wizard. When that happens, I get a prompt to login and proceed to but no success.

Rarely, I have had success in creating a profile, but then get the Exchange server unavailable when launching Outlook 2003. In Outlook 2002, I get the error that the default e-mail folders could not be opened.

I don't know if this is a DNS issue, a domain issue, a cross domain issue, or an authentication issue. Any assistance would be greatly appreciated.

The domain is a windows 2000 native domain with exchange 2000 sp3.

I have also tried this backwards. I can successfully create an outlook profile in my second domain and access an exchange server in my first domain. No problem.

I believe that it is having problems authenticating to the Domain Controller but don't know where to start. Any help would be greatly appreciated.
