Could someone advise if it is possible to connect to a SQL database using the OSQL command from a PC that does not have SQL installed or does the PC need to have at least the SQL connectivity tools or an ODBC coonection set up.

The OSQL tool is part of the SQL Server client tools or connectivity tools. I believe you can also download it from Microsoft's website and don't need the install disk.

If you copy the osql.exe to another machine it should work fine.
