Using OOA vs Rules and Alerts

One of ours users just left the company but we need to monitor all incoming emails. Whats the best way to setup an auto-reply in Outlook/Exchange? Should I use the out-of-office-assistant or rules and alerts?
 
Rules and alerts will usually require that the client be logged in an Outlook running.

OOF is bad. Don't use it. There are too many security concerns.

Assign someone else full controll to the mailbox after you exmerge it. Remove the user from all DLs.
