Using MS Word Viewers

I'm trying to setup a simple intranet site to allow employees to view HR policies. Although I have never built a web site before, I got the job because I'm the youngest and presumably the most knowledgable (yes, that is the real reason). Enough moaning...

I want to be able to have the user select the name of a word file from the HR Page, then have the document come up in a viewer. I would like to have the viewer reside on the server to eliminate installing it everywhere. Without an explicit call to the viewer, the document will default to MS Word (which is on all the clients). This is unacceptable to HR because there is a risk that the original file could be changed.

Any suggestions.
 
Well, first, you could lock the target document.

Second, it's just a matter of specifiying a document:
content=text/vendor="ms-word";

I think that's the right syntax. What that should do is open the page using MS Word that contains that line. So you can set a javascript evenHandler to a submit button that onClick() will open the document LOCALLY to the client. That make any sense? That seems to be the easiest (and most logical) solution. The argument against just setting the documents to "Read-Only" on the server and then using MS Word was that, locally, one could do a "Save-As" and have a copy of the original document to screw with. But using a viewer instead of MS Word probably doesn't help much anyways since you could always cut and paste into a New Word document and have the same end-result.
