Using Manual Drives

Hi,
I am using TSM 5.1.5.4 on Windows 2000 and a manual DLT7000 drive. I am having issues labeling media. I issue the label libvol <library_name> <volume_name> overwrite=yes command and reply to the mount request. My problem is the tape drive just sits there doing nothing. Can anyone point me in the right direction of using new and/or used tapes in a manual library/drive.
