Using .htaccess to restrict acess

I'm developing using Apache as the web server.
I'm pretty new in using Apache but I understand that there's a way where I can allow access only to a set of given IPs using .htaccess file.
What I'm wondering is if there's a way we can restrict how often a single IP address access the page.
Could someone please advice?

Yes, but not all of them.
I did read about the access control from the Authentication, Authorization, and Access Control section.

But i was just wondering if there's a way to control how often a single IP/ domain can access , not only who can have the access control.

Am I on the right path?
