using group policy in XP

How can you enable group policy in XP to prohibit anyone on my network from installing any software (games, etc.) on the computer. I have a 14 y/o and a 10 y/o sons who I want to get a computer for, but do not want them to install any games, etc. without my knowledge????
(No M rating games for them)
 
Just make them limited users and not Administrator users.

 
I have the same problem and it is definately not that easy. They will have a hard time installing printer drivers as a "Limited" User but they can still install games.

Does anyone have a real solution?
 
I cannot imagine a modern game that does not try to use the registry, and most want to us directx. These will not work under a limited user account.
