Using GPO to specify HOSTS file changes on a per user basis?

Is this possible? if so, can someone point me in the right direction, i'm somewhat stuck with the DNS section, it's not doing what I want it to do.

My ultimate goal is to simply deny specific bandwidth hog host names as I find them by giving them an entry in the hosts file

i.e.

127.0.0.1
