Using DID - On busy system transfers to General Delivery Box

Ok. We have new PRI installed. If a employee is on 2 lines at once and someone calls in on their DID the call gets transfered to General Delivery Box. However if the caller calls in on their extension it is properly transfered to their personal VM Box. Right now under "lines" I have it set "if busy: TO Prime" and prime set up as the VM ext. Is there any way around this?

Standard behavior since 4.0.
The only thing that seems to prevent callers from terminating into general delivery is if busy busy.
I've tried every possible scenario.
If all line appearances are busy caller will hear busy.

Hawks- I tried that already but it resulted in "all cicuits busy" message to the caller.

Aragon - I was afraid someone may say that. I guess these occasions are rare anyways and a busy signal isn't all that bad.

Have you trued to assign the line as ring only instead of appear and ring?
 
I have tried this.
If anyone can figure out how to send a busy route to a subscriber's voice mail then let me know, this problem has bothered me since 4.0.

Normal ringing calls do forward no answer to voicemail to the correct subscriber mailbox.
Example of issue:
Target line ring only or appear and ring on set with 2 appearances, then 3rd PSTN call will bounce to general delivery mailbox unless target line is if busy busy.
