Using cursors with Transaction managers for Oracle

Does anyone have any information either positive or negative regarding using cursors with TMS?
We currently have an application that is pulling 35000 records and its a memory hog. The thought is to use cursors and not pull all the records. Is there any problem in using this? Any information at all would be appreciated!
