I want to be able to open an excel workbook, refresh the data, and then save the workbook again from a command line. Anyone have any tips?

You may consider a VBScript file (.VBS).

Hope This Help, PH.

Of course from a command line you can open an excel file..example:

c:\program files\microsoft office\office\excel file.xls

then maybe some vba code inside file.xls to do whatever you wish then exit excel?

Can you exit excel from vba script?
