using cliutils.exe on advanced client

I'm trying to use the cliutils.exe on SMS advanced client and get an error message "missing smsclreg.dll".
The cliutils was a feature in the SMS 2.0 and I'm using the SMS 2003 R2.
Is there a tool that has the same functionality as cliutils and is part of the SMS 2003 advanced client?
Is there a workaround the missing dll file?
I'm interested in the cliutils because of the hardware and software inventories that it can perform.
