using CDONTS without local SMTP server

Can CDONTS be used without a local SMTP server being started? My client would rather not start the email service on their local machine, but rather use the SMTP server hosted at their ISP.

where is the ASP running from (local client machine or on ISP)?

Generally speaking the answer is yes. As long as you set up an email client with at least one account so that the CDONTS object will know an SMTP server to forward messages to it should work.
Now for the specifically, lately I have been noticing some ISPs are finding ways to block these emails as part of their anti-spam campaign. I know road runner has some protections up now (I have difficult emailing myself from myself) and some other ISPs will be trying similar measures.

ASP is running from a local server, not an ISP. Does CDONTS have an API or some property setting so that it knows which smtp server to use?
