Using achors with a page that submits to itself

I am working on a project that has multiple items to be filled out (ie Text boxes, radio, checkboxes, etc...)when a change is made to an item, the page submits to itself with an updated page...The problem im having is using an anchor so the user does not have to scroll down every time they sumbit....Thanks...
 
One method will be if u had an script witch focus the right element on the page, this will cause an scrol to the field or fields... ________
