Using Access 2003 DAP to Build Orders

I am researching a solution to loose-ends in a particular aspect of our shipping department using Access 2003. I have been manually entering data from faxed loads for 6 months now [Carrier info, load weight, pallets etc] and have a need to make it possible for this data to be entered from the web buy the 20+ sites creating the shipments.

I have a couple criteria:
I need the data entered by the sites to populate tables in Access so that I can run reports etc.
I need the ability for the sites to build an order of multiple SKU's assigned to one site, truck, and date and submit it.

As my s/n implies, I am a low-level data entry slave and haven't found a way to make this possible using Data Access Pages and after searching several forums including this one I have to ask is this even do-able?

If so, please suggest somewhere I can learn so I can make this happen. If not, please point me in a better direction.
