Using a web cam behind two routers

I am tyring to view a Panasonic web cam through a web site. It works just fine when hooked up to the first router / cable modem. However, that router is connected to another router that is deeper in the building. I have to use the web cam on the second router due to its location. The web cam is not working at that location. The first router DHCP's 5 addresses starting at 192.168.10.10 including the second router at a static IP of .10.9. The second router is wireless enabled and DHCP's 30 addresses starting at 192.168.2.10. It also is hard wired to anther wireless router that serves rooms further in the building which is not a DHCP server. The web cam wants to be at 192.168.10.253. I have tried to make the first two routers both use 192.168.10.xx at different ranges but they won't do it. Question: how can I get the web cam to pass through the first router?
 
My router set up is as follows, all routers are connected with CAT6 cables:

(1) is the demarc cable modem, it serves MAC filtered wireless in that area of the building

(2) is a hot spot router 120' away with login screens, access tables, time and content controls, etc.

(3) serves as a wireless router in another area of the building that is 50' away through multiple full height concrete walls, metal partitions, etc.

IP addresses for 90% of the users are give out by the hot spot router (SMC).

If this can be simpler, I'm all ears. I will read the links now...
